When I first heard about the program I was pretty angry at Obama, as I usually am when I hear about his programs.
Unfortunately, though, I found out, if you look at when the program started, it actually pre-dates Obama. It actually started in some areas under Bush.

version of the House health care bill, The Affordable Health Care for
America Act (H.R. 3962). FAIR had raised concerns about a previous
